Does it convert? If visitors call, buy or enquire at a reasonable rate, the site works and you are considering a redesign for aesthetic reasons. Aesthetics matter, but not five thousand dollars' worth if the current site is producing.

Is the structure right? Missing service pages, no clear path to contact, a navigation nobody understands, content organized around your internal departments rather than customer needs: these are structural and are hard to fix incrementally.
